Sponsorship or Resources NeededThe work is understood, but advancement requires funding, staff capacity, organizational prioritization, or leadership sponsorship.
Community Participation NeededAdvancement requires engagement, commitment, testing, feedback, or evidence from jurisdictions, vendors, users, or other stakeholders.
Technical Direction NeededAdvancement requires agreement on architecture, scope, standards approach, design, feasibility, or competing technical options.
