IIS routinely receive registered live-birth information from jurisdictional Vital Records systems so newborns can be established in the immunization registry before routine vaccination begins, including children who have not yet generated an immunization report. These exchanges provide authoritative demographic and birth information needed for patient identification, record matching, duplicate prevention, and population completeness, but they currently rely on state-specific data formats, interfaces, schedules, and business processes rather than a common national standard. Related standards work includes the HL7 Birth and Fetal Death Reporting (BFDR) FHIR Implementation Guide, the Vital Records Common Library (VRCL), Vital Records FHIR Messaging, and broader Vital Records modernization efforts, although these do not presently define the exchange of authoritative birth records from Vital Records to IIS or other authorized public health programs.
